She was born on September 13, 1954, in Tokyo, Japan, and earned a Bachelor of Arts degree from Valparaiso University in 1976, followed by a Juris Doctor from the University of Chicago Law School in 1979. She began her legal career as a law clerk for Minnesota Supreme Court Justice Rosalie E. Wahl from 1979 to 1980. Following her clerkship, she practiced law at the Chicago firm Hopkins & Sutter from 1980 to 1985.

From 1985 to 1991, Chief Judge Pallmeyer served as an administrative law judge on the Illinois Human Rights Commission, a role in which she addressed civil rights cases and administrative law issues. In 1991, she was appointed as a United States Magistrate Judge for the Northern District of Illinois, a position she held until 1998. During her time as a magistrate judge, she gained extensive experience in federal court procedures and case management.

In 1997, Chief Judge Pallmeyer was nominated by President Bill Clinton to the United States District Court for the Northern District of Illinois, filling the seat vacated by Judge William Thomas Hart. The United States Senate confirmed her nomination on October 21, 1998, and she received her commission the following day. Her appointment marked the beginning of a long tenure in which she has presided over numerous significant cases.
